More investors in apartment compounds in Bansko legalise their projects through the central Directorate for National Construction Supervision (DNCS) due to lower taxes, Bansko mayor Alexander Kravarov said in an interview with Pari daily.
The municipality imposes 10 leva a sq m for issuing a construction permit and 20 leva a sq m for granting a habitation certificate. DNCS, on the other hand, has introduced a nationwide maximum price of 1 000 leva for a whole building.
Entrepreneurs, however, found a loophole in legislation. They started erecting electricity distribution utilities in their holiday compounds. This raised the category of the latter, because, regardless of the location, such facilities are treated as higher construction categories (second and third) since electricity distribution units are regarded as a source of noxious emissions. Hence their respective developments are subject to government assessment and approval. So, in other words, the government grants the habitation certificates - not municipalities - sharply reducing the revenue of the latter, Kravarov explained.
Local governors are determined to end to this practice and will vote on changing regulations on construction fees. They will start imposing 20 leva for building permits and 10 leva for habitation certificates. Thus they will guarantee themselves higher revenues.
