    Q20: The Application to Ministry of Justice - what it shall contain?
    A20: A foreigner who wishes to adopt a child who is a Bulgarian citizen shall file an application to the Ministry of Justice through the central body in the respective country or through an accredited organisation which has obtained a permit by the Minister of Justice. The central authority or the accredited organisation may also file the application.
    The application shall contain:
    - short presentation of the adoptive parent – personal data, nationality and citizenship, number and place of issue of the identity document, place of birth, country of residence, permanent and present address;
    - short history of the family of the adoptive parent;
    - information about the economic and social standing of the adoptive parent;
    - information about the central body or the accredited organization which mediates for the adoptive parent, including contact persons, address, telephone, representation, conditions on the permit of the accredited organization;
    - other circumstances as may be required for the adoption;
    - signature of the applicant.

    Enclosed to the application shall be::
    - a permit for adoption of a child pursuant to the home country law and the law of permanent residence of the adoptive parent;;
    - a document certifying that the adoptive parent is not divested of parental rights, issued by a competent body;
    - social report on the adoptive parent, containing also data about the members of his family, including their medical condition;
    - a document on the medical condition of the adoptive parent, which shall reflect the physical and psychological health of the person, absence of serious chronic, infectious venereal diseases, AIDS, tuberculosis and other diseases endangering his life;
    - document of conviction of the adoptive parent;
    - marriage certificate;
    - short description of the adoptive parents – personal data, nationality and citizenship, copy of the identity document;
    - power of attorney by the adoptive parents for agency ;
    - Signed contract between the adoptive parent (s) and agency ;
    All documents from abroad must be submitted to the Ministry of Justice in original and in certified translation in the Bulgarian language;

    Q21: What are requirements for candidate-adoptive parents?
    A21: Requirements in respect of candidate-adoptive parents:
    - To be able to adopt according to their national legislation;
    - Not to be afflicted with serious chronic and infectious diseases, endangering their life;
    - Not to be or to have been divested of parental rights;
    - Not to be convicted;
    - To be married if they wish to adopt together;
    - To present all necessary documents, required according to the Bulgarian legislation

    Q23: How many abortions there are yearly in Bulgaria?
    A23: There are around 50,000 abortions occur in Bulgaria every year. Over 40% of the abortions were made by girls at the age 15-19 years-old. According to unofficial information the number of the not born babies is more than the born one.

    Q24: What time after the parents left their child it is possible the child to be adopted?
    A24: Children, left for more than 6 months in a social home to be adopted without parents` agreement. That decision was approved at 26 March 2008 by the Government.

    Q26: Are there many blonds or redheads to adopt in Bulgaria, with light eyes?
    A26: It is not a shop! The most of abandoned children are from Gypsy origin - this means dark hair, dark eyes and swarthy skin. The blond and kids with light eyes is rarity.
